Job Description :
Commercial Law Manager
As a strategic enabler for key initiatives affecting our client within the West Midlands, the Commercial Law Manager is responsible for all commercial contract matters and to support the delivery of innovative procurement solutions.
They'll provide expert advice, guidance and direction for legal support within the orgnisation, work alongside the modal teams to help identify and exploit commercial opportunities whilst protecting the company's legal position. They will be a key change agent ensuring that legal support is consulted and considered within the organisation's emerging transport agenda.
They’ll be responsible for:- The provision of an effective legal service to meet the commercial requirements of the company. Ensure the company's partnership, partnering, joint venture and other contractual arrangements with external partners are properly constituted and contractualised. Ensure the integrity and accuracy of legal advice and documentation. Ensure that legal resources are maintained and utilised effectively. Day-to-day completion and management of contracts and giving advice on legal aspects of procurement and provide advice on commercial law matters. Undertake the drafting and completion of more complex and specialised contracts. Give and procure commercial, contract and procurement advice and provide legal support in relation to heavy rail initiatives, Midland Metro and other major capital and revenue projects, partnerships, partnering and funding arrangements, joint ventures, and private finance initiative work with private sector partners, tendered bus services, and other schemes and initiatives. Provide legal advice and ensure the provision of effective contract management in relation to all company's contracts. Represent the organisation as required in discussions with DfT, Treasury Taskforce, funding agencies and others on procurement and contract issues. Provide legal advice and support in the management of the heavy rail franchise in the West Midlands. Health and safety training and development.
It is hoped that you’ll be a Solicitor or have a suitable legal qualification and knowledge/experience: Demonstrable post qualification experience in legal matters in relation to contracts, procurement and commercial matters with a good working knowledge of EC procurement, legislation, and knowledge of procurement regulations, contract processes and procedures and contract law generally (including joint ventures, private finance initiatives and partnership arrangements). Experience of reporting at Director level and to elected Members as required. Knowledge of legal regime with which PTA and PTE's operate. Experience of and aptitude for working in a commercial manner and establishing good working relationships. Proven track record of leading and developing a team at a senior level. A good working knowledge of policy frameworks, management structures and reporting procedures.
